A Washington, D.C., federal judge ruled Tuesday that licensing group SoundExchange Inc. must handle its licensing dispute with Sirius XM Radio Inc. over pre-1972 recordings in front of the Copyright Royalty Board, not a federal court.

Sirius XM Radio Inc. on Wednesday urged a federal court in the District of Columbia to dismiss music licensing organization SoundExchange Inc.'s lawsuit against it over at least $50 million in underpayments of digital royalties, saying the dispute should be resolved by the Copyright Royalty Board.
