The Third Circuit on Wednesday declined to reconsider a decision upholding a former New Jersey mayor's conviction for bribery and allowing a Hobbs Act charge for extortion by a public official based on a belief that the person can influence a government decision, despite that official's formal powers.

Ex-NJ Mayor Looks To Overturn Corruption Conviction
A former Hamilton Township, N.J., mayor convicted of taking bribes to help steer a school district's award of a health insurance brokerage contract has asked the Third Circuit to reverse his conviction, claiming prosecutors failed to identify an official power that he abused.
