A North Dakota federal judge on Wednesday tossed a group of proposed class actions claiming oil and gas companies including ExxonMobil Corp. and ConocoPhillips Co. units stiffed landowners on royalties for flared natural gas, saying the plaintiffs must make their case with state regulators.

A putative class of North Dakotans who say a ConocoPhillips Co. unit illegally flared gas to avoid paying them royalties on it is taking their case federal, according to a notice filed Thursday.
