    Army Corps Appeals Ruling Halting Charleston Dock Project

    The U.S. Army Corps of Engineers is appealing a South Carolina federal judge's decision tossing out a permit for the agency's planned $35 million cruise ship terminal in Charleston, S.C., to the Fourth Circuit, according to court documents filed Monday.
