An Illinois federal judge ruled Wednesday that streaming services like FilmOn X don't qualify for a compulsory license to stream copyrighted content, the latest judge to pick a side on the tricky issue.

In the latest salvo in its ongoing battle with over-the-air television networks, online TV streaming service FilmOn X asked an Illinois federal judge Friday to declare it has not infringed the copyrights of a Chicago-based PBS licensee by retransmitting the station's programs over the Internet.
