The chairman of the House Natural Resources Committee is demanding answers from the U.S. Army Corps of Engineers in the wake of a recent settlement with environmental groups, fearing that the deal will significantly expand the U.S. Environmental Protection Agency's authority over dam operations.

The U.S Army Corps of Engineers agreed Monday in Oregon federal court to apply for pollution permits and notify the Columbia Riverkeeper of all spills as part of a settlement of the group's litigation alleging the Corps' hydroelectric dams spilled oil containing cancer-causing polychlorinated biphenyls into two rivers.
