    Google Inc. asked the Ninth Circuit on Thursday to overturn last month's highly controversial panel decision ordering that a controversial anti-Islam film be removed from YouTube, revealing for the first time that the Copyright Office had flatly rejected the underlying theory of the panel's ruling.
