A New Jersey federal magistrate judge said Tuesday that the Hudson Tea Condominiums Association can intervene in a developer's suit that challenges laws restricting residential projects on piers and platforms, saying Hudson Tea will be affected by the outcome because its condos are located by the proposed development site.
