A California federal judge has partly granted summary judgment to Exxon Mobil Corp. and other oil companies in the City of Merced Redevelopment Agency's suit over water contaminated by gas stations, finding they weren't responsible for the cleanup costs under California's Polanco Redevelopment Act.
