Time Warner Cable Inc. agreed to pay $5.2 million to end two suits brought by the city of Los Angeles accusing the cable giant of withholding $5.2 million in franchise fees that the city says it is properly owed, resolving False Claims Act allegations, city officials announced on Tuesday.
