A Washington federal judge ruled Monday that wheel maker OTR Wheel Engineering Inc. had not sufficiently backed claims that a competitor misused its trade secrets, tossing the trade secrets claims while keeping others alive in a suit alleging the rival company ripped off OTR's design for distinctive tire treads.
