A Georgia federal judge on Friday ruled that Liberty Surplus Insurance Corp. cannot duck coverage for Norfolk Southern Railway Co. subsidiaries for claims arising from a 2011 car-train collision in the state, saying there's no exclusion in a contractor's policy for property owned by a subsidiary.
