Several conservative advocacy organizations urged a D.C. Circuit panel Thursday to restore a pair of lawsuits against the Internal Revenue Service for targeting them for additional scrutiny, criticizing the trial court for taking the agency's word that "egregious" violations stopped after the tax-exemption applications were granted.
