A New York federal judge on Tuesday admonished the U.S. Securities and Exchange Commission for obtaining a freeze of $76 million in assets held by a Cayman Islands bank in connection with an alleged penny stock fraud scheme, saying the SEC's bureaucratic bungling contributed to the bank's subsequent collapse.
