An environmental group asked to intervene in a federal court suit over Harrisburg, Pennsylvania, sewage overflows and said in a proposed new complaint that officials must be forced to finally make significant efforts to comply with the law.

The City of Harrisburg, Pennsylvania, and Capital Region Water agreed on Wednesday to settle a Clean Water Act suit alleging they failed to properly operate the city's wastewater system, which discharged pollutants from sewage overflows and stormwater into nearby rivers and streams.
