A Georgia federal judge on Thursday refused to stay her order, pending appeal, which blocked the U.S. Securities and Exchange Commission from bringing an administrative proceeding against an Atlanta-based investment firm, saying the agency hasn't shown it's likely to succeed.

SEC Appeals 2nd In-House Court Setback To 11th Circ.
The U.S. Securities and Exchange Commission said Wednesday that it will ask the Eleventh Circuit to overturn a Georgia federal judge's preliminary injunction of its administrative case against an Atlanta-based investment firm it says ran afoul of securities laws, the second appeal of such an injunction this summer.
