A Pennsylvania federal judge ruled Tuesday that state environmental regulators could not force the owners of a specialty chemical manufacturing company to pay for cleanup costs incurred before they acquired a contaminated site southwest of Philadelphia, saying any applicable charges would have to be proven at trial.

Pa. DEP Hits Chemical Facility With Pollution Cleanup Suit
