An Alaska federal judge said Thursday that Greenpeace Inc. is in civil contempt and will be fined thousands for every hour its activists hang off the St. John's Bridge in Portland, Oregon, preventing Royal Dutch Shell PLC's ship from leaving.

A unit of energy giant Royal Dutch Shell PLC filed an admiralty suit in Alaska federal court on Tuesday against environmental group Greenpeace Inc. after six activists boarded a drill rig as it was being transported across the Pacific Ocean as part of a $1 billion Arctic exploration drilling program.
