Two companies asked an Arizona federal court Monday to consider lowering their portion of a more than $14 million disgorgement award owed to the U.S. Securities and Exchange Commission in light of an order from the Ninth Circuit to reassess the penalty, which resulted from their alleged fraud scheme involving Federal Communications Commission cellular spectrum licenses.
