A Washington, D.C., federal judge denied an unsuccessful bidder's request to halt a rival bus company from investing in vehicles under its new $81 million federal contract to provide sightseeing tours of the National Mall, ruling Monday the losing tour operator failed to prove it would suffer irreparable harm.

A Washington, D.C., tour operator launched suit Friday alleging the National Park Service illegally awarded a contract worth about $81 million to operate sightseeing bus tours in the National Mall and Memorial Parks to larger rival Big Bus Tours, which was acquired by a foreign private equity firm.
