A D.C. federal court Thursday all but rejected the U.S. Army Corps of Engineers' request to transfer the state of Alabama's lawsuit over a metro Atlanta area dam to similar proceedings in Georgia, repeatedly downplaying the Corps' fears of inconsistent orders from the two courts.

Alabama Power Seeks To Block Army Corps' Plan For Dam
The Alabama Power Co. asked a District of Columbia federal judge Thursday to stop the U.S. Army Corps of Engineers from implementing new rules to allow a metro-Atlanta dam to withhold water to the detriment of the utility's hydroelectric operations and water quality downstream.
