The U.S. Air Force made the right call in January to reopen bidding on a $19.5 million radar contract after questions emerged over differing instructions given to competitors Raytheon and Northrop Grumman, the Federal Circuit said Friday.

The U.S. Air Force should not have been allowed to pull back a $19.5 million award to Raytheon Inc. based solely on a Government Accountability Office discussion, the company told a Federal Circuit panel Thursday, maintaining a separate investigation was necessary.
