An insurance company is accusing the U.S. Navy and a General Dynamics Inc. subsidiary of leaving it on the lurch for $2.2 million in cleanup costs from an 11,000-gallon oil spill in a Boston drydock, according to a lawsuit filed in Massachusetts federal court Tuesday.
