A D.C. federal judge said the U.S. Environmental Protection Agency was largely right to withhold several documents a law firm requested under the Freedom of Information Act, ruling much of the information on the agency's policy of regulating certain sewage was exempt because it was deliberative.

Law firm Hall & Associates on Monday hit the U.S. Environmental Protection Agency with a Freedom of Information Act suit in Washington, D.C., federal court, claiming the agency failed to adequately respond to a request regarding its policy of regulating sewer agencies.
