In two complaints filed Thursday, online privacy advocate Electronic Frontier Foundation accused the U.S. Department of Justice and the attorney general of California of concealing information on Hemisphere, a telephone surveillance program through which the organization says law enforcement has accessed decades of AT&T Inc. call records.
