    Second Circuit Judge Jon O. Newman on Wednesday sharply questioned distressed-debt investment executive Lynn Tilton's assertion that U.S. Securities and Exchange Commission administrative law judges have no jurisdiction over her case but also pressured the agency to agree to a stay to give the appellate court time to decide.
