Circuit panel on Friday sent back to the National Labor Relations Board a decision that found a Puerto Rican Coca-Cola bottler and beverage distributor violated federal labor law by firing certain striking Teamsters workers, asking the board to clarify why the workers were still protected during a wildcat strike.
