A Washington, D.C., federal judge on Thursday denied the Oglala Sioux Tribe of South Dakota's bid to temporarily restrain the Indian Health Service from taking $1.6 million in funds to help satisfy an overtime settlement with IHS workers, saying the tribe hadn't adequately shown permanent harm.
