    Ship Guarantor Says It Owes Nothing Toward Oil Spill Costs

    Shipowners Insurance and Guaranty Co. asked a Texas federal judge on Tuesday for a quick decision that it owes no payment towards the cleanup of an oil spill after a barge and carrier collided near Houston, arguing that the ship it guarantees under the federal Oil Pollution Act wasn't the source of the spill.

    A Texas-based barge company said Wednesday that the blame for a Galveston Bay oil spill rests squarely with the other vessel in the foggy day incident, filing a lawsuit against the insurer for damages in the $1.3 million-plus disaster.
