The Ninth Circuit on Thursday upheld a San Francisco ordinance that aims to curb the city's housing crisis by placing restrictions on landlords who offer tenants money to vacate their apartments, finding the local law is constitutionally sound.

San Francisco property owners urged a Ninth Circuit panel Thursday to revive their constitutional challenges to a city ordinance that places restrictions on landlords who "buy out" tenants, arguing that requiring landlords to wait 10 years before they can convert their units to condos is irrational and unfair.
