A New Jersey federal bankruptcy judge tossed claims against Sen. Cory Booker by Newark's defunct water infrastructure agency that he oversaw when he was mayor, saying in a ruling Tuesday that Booker was immune to the mismanagement charges by virtue of his then-office.
