The U.S. Judicial Panel on Multidistrict Litigation refused Thursday to consolidate suits in which cities in California and Washington are seeking environmental cleanup costs from Monsanto Co. for alleged polychlorinated biphenyl contamination, saying the suits don't have enough in common.
