Uber Technologies Inc. on Friday dodged a Philadelphia taxi company’s $1.5 million lawsuit claiming Uber has created a “black market” for unregulated taxi services in the city, as a Pennsylvania federal court ruled that the taxi company can’t use a false advertising claim to camouflage a request for enforcement of local regulations.
