    Two of Wall Street's top options trading firms and exchange operator Bats Global Markets Inc. asked the D.C. Circuit on Wednesday to stay a recent U.S. Securities and Exchange Commission order approving a capital plan by the Options Clearing Corp., which the litigants say will soon give away millions of dollars to the five exchanges that own the market utility.
