Comcast urged a Georgia federal court on Friday to dismiss a lawsuit by two Atlanta-area counties seeking $2.9 million in uncollected fees for 911 services, saying state law doesn't make phone companies liable for the fees that their customers didn't pay.

Two Atlanta-area counties have sued Comcast, asking for about $2.9 million they say Comcast should have collected and paid into a 911 service fund over the last three years, according to the complaint removed to Georgia federal court Wednesday.
