ING Bank NV sought to make an ocean freight firm arbitrate with the bank in London over payments for fuel the shipper bought from OW Bunker Group before the group's sudden collapse, telling a New York federal court Monday that the dispute is one of 1,000 arbitrations that can now go forward.
