The Federal Trade Commission sued Volkswagen in California federal court Tuesday, alleging the automaker's "clean diesel" advertising campaign deceived consumers into buying vehicles fitted with defeat devices designed to cheat emissions standards, resulting in "billions" of dollars of injuries.
