Corsa has agreed to pay $6.5 million in civil penalties to Pennsylvania and the federal government for water pollution violations that the company says mostly happened before it bought the mines from Russian steel giant Severstal Resources.

The federal government and the Pennsylvania Department of Environmental Protection on Wednesday accused five coal mining companies of violating federal and state environmental laws by releasing pollution into streams at higher rates than their permits allowed.
