Circuit on Tuesday revived the Navajo Nation's nearly $16 million lawsuit against the U.S. Department of the Interior claiming a judicial funding request must automatically be approved because the agency missed the deadline to respond to it, saying the government shutdown was too short to use as an excuse for its untimeliness.
