The city of San Antonio, Texas, has urged the Fifth Circuit to uphold a federal court’s ruling that Expedia Inc., Travelocity.com and other online travel companies owe 173 Texas cities $84 million for underpaying hotel occupancy taxes, saying a properly instructed jury reached the correct outcome on questions of tax liability.
