A Pennsylvania federal judge ruled Monday that residential builder NVR Inc. can proceed with its lawsuit seeking coverage from Motorists Mutual Insurance Co. for litigation tied to a propane explosion that injured a construction worker, saying it is unclear at this stage whether NVR provided timely notice to the insurer.
