    The Second Circuit revived a Chilean heir's civil racketeering suit over the alleged theft of $64 million of his inheritance Monday, laying out a test that attempts to fill in the blank from a recent Supreme Court decision that required private plaintiffs suing under the Racketeer Influenced and Corrupt Organizations Act to show domestic injuries but didn't define exactly what counts as "domestic."
