    The Environmental Protection Agency asked a federal judge on Friday to approve a consent decree with Citgo Petroleum Corp. that would fine the oil company $1.95 million over one of its refineries that violated a slew of environmental laws, including the Clean Air Act.

    The federal government, on behalf of the U.S. Environmental Protection Agency, sued Citgo Petroleum Corp. in Illinois federal court Thursday, saying that the company's Lemont refinery near Chicago has violated a slew of environmental laws, including the Clean Air Act.
