A Mexican native who is a Deferred Action for Childhood Arrivals program beneficiary on Tuesday slammed the federal government's dismissal bid that sought to claim "agency discretion" as a justification for allegedly unlawfully detaining him, saying the government can't claim defenses under federal immigration law that he isn't challenging.
