An Indiana federal judge on Friday axed on preemption grounds Canadian Pacific's claims that rival railroads CSX and Norfolk Southern breached their fiduciary duties by coercing the directors of a Chicago-area carrier, which they all purportedly jointly own, to accept exorbitant facilities rental rates.
