    Canadian Pacific Railway claims Norfolk Southern Railway Co. and CSX Transportation Inc. pushed the directors of a Chicago-area carrier all three jointly own to accept a rail facilities rental agreement with exorbitant rates that benefit Norfolk Southern and CSX, according to an Indiana federal suit filed Monday.
