The U.S. Department of Justice on Friday sought to dismiss a suit brought by a legal services nonprofit over a cease-and-desist letter, arguing that its Executive Office for Immigration Review was attempting to enforce a valid rule governing representation in immigration court and that the nonprofit had not made a case that the rule violated the First or Tenth amendments.
