The city of Philadelphia said Monday it has reached a deal with Wells Fargo Bank to settle the city's claims of discriminating against minorities in its home loans in exchange for $10 million toward city programs to promote homeownership and cleaning up vacant lots.

Wells Fargo & Co. has accused Philadelphia of "putting the proverbial cart before the horse" in its suit over the bank's allegedly discriminatory lending practices, saying the city won't hand over evidence to back up claims the bank discriminates against minority borrowers and always intended to use discovery to support the suit because it lacks evidence.
