A Louisiana federal judge has ruled that Phillips 66 Co. cannot force a contractor's insurer to fund its defense of two suits filed by workers who were injured in a 2017 natural gas pipeline explosion, finding that a Pelican State statute voids the contractor's extension of coverage to Phillips 66.
