Insurer Doesn't Owe City, Railway Co. For Fatal Train Crash
Liberty Surplus Insurance Corp. doesn't have to cover the city of Vandalia from a lawsuit sparked by a grisly train accident, an Illinois federal court ruled Thursday, saying the city's reliance on a decades-old lease agreement and a so-called certificate of insurance was misplaced.
