The Tenth Circuit has rejected the Ute Indian Tribe's appeal in its irrigation-water case against a non-Indian farm and cattle feedlot operator over his alleged theft of tribal water, saying a lower court correctly tossed the suit after finding that it couldn't enforce a judgment that a tribal court had no jurisdiction to issue.
